The High Security Laboratory is a Public Building found in the Arctic region. This building produces secrecy which is a tier 2 Need of the Arctic Population. The High Security Laboratory is unlocked when the arctic population reaches 3,000 scientists.
The placement of this building will be more useful if near residences. At a minimum the high security laboratory will provide 10 "secrecy supply".
Unlike a Production Building in the Arctic, a public building does not count as a Heat Source.
